Pissing Tiger, Hidden Cherub

When our train stopped at the Hamamatsucho (浜松町駅) station on the Tokyo JR Yamamote line we noticed the sound of running water. We turned around to see this:

A bit of explanation: There’s an existing Pissing Cherub statue on the platform. Why? I don’t know. It appears to be a tribute of some kind. The key lies in the Japanese on the stone:

Additionally, 2010 is the Year of the Tiger. Hence, the tiger suit. In case this does not completely make sense, here are additional photographs:

Note the amused female tourist. Incidentally, the guy behind her had been taking pictures with a massive SLR of the statue mere moments before. When I moved into take my own picture he backed off completely. Though we made eye contact he displayed absolutely no sense of humor about it. When I stepped away, he resumed his serious business.
